[What the role is]
The Manager (Training Operations) ensures that NACLI's campus remains a safe, well-maintained, and future-ready environment that enables effective community leadership training. The role manages day-to-day facilities operations, coordinates estate cyclical maintenance and upgrading projects, administers procurement activities in compliance with government guidelines, and maintains campus emergency preparedness and resilience. Through these efforts, the role provides the essential physical and operational infrastructure that underpins NACLI's mission as PA's capability development arm, enabling the Institute to consistently deliver quality training to staff, grassroots leaders, and community volunteers.[What you will be working on]
1. Campus Facilities and Estate Management
- Administer facilities management contracts by supervising the appointed Facilities Management Company (FMC) on routine servicing, repair works, and equipment maintenance, verifying FMC quotations against Schedule of Rates (SOR) before issuing purchase orders and authorising works to commence, and monitoring IFM service standards.
- Coordinate campus cyclical maintenance, upgrading, and A&A works by liaising with PA divisions, developers, consultants, and contractors on cyclical maintenance (CMP), Additions and Alterations (A&A) works, ensuring that works are completed on time and within budget and that NACLI’s facilities remain safe.
- Support campus digitalisation and sustainability efforts by assisting in the implementation of the SMART campus masterplan and Green Mark certification requirements, contributing to NACLI's long-term campus remodelling and environmental goals.
- Conduct regular site inspections of ongoing A&A, upgrading, and maintenance works and during defect liability periods to verify contractor compliance with workplace safety regulations, Green Mark standards, and safe management requirements, and to identify and follow up on remedial actions.
- Maintain accurate estate records including as-built drawings, warranties, fixed asset accounts, and project documentation for completed building, CMP, A&A, and maintenance works, to support audit readiness and future planning.
2. Estates, Building and Facilities-related Procurement
- Manage end-to-end procurement exercises including drafting tender and quotation documents, posting invitations to tender or quote on GeBIZ, conducting site show rounds, evaluating submissions, and administering awarded contracts, to achieve value-for-money outcomes in compliance with government procurement policies.
- Process procurement transactions by issuing purchase orders, verifying invoices, and preparing budget submissions for estate and facilities-related expenditure, to ensure accurate financial records and timely payment to vendors.
3. Emergency Preparedness and Operational Resilience
- Support campus safety and operational resilience by managing NACLI's Fire and Emergency Response Plan and Business Continuity Plan (BCP), supporting the campus Community Emergency Response Team (CERT), coordinating Government Quarantine Facility (GQF) standby readiness as NACLI's campus is a designated GQF upon activation, and serving as a first responder for NACLI CERT.
4. Process Improvement and Operations Support
- Leverage AI tools to streamline routine administrative tasks and improve operational efficiency.
- Supports cross-functional initiatives and broader organisational needs, as required.
