Ground handlers and cargo terminal operators keep the air hub running. Their passenger, baggage, ramp, catering and cargo services enable safe, timely aircraft turnarounds and the smooth movement of passengers and cargo through Changi. With Terminal 5 and the adjacent Changi East Industrial Zone set to add new capacity from the mid-2030s, the sector has an exciting opportunity to transform its operations, raise productivity and create quality jobs.

Join the Sector Development Section in CAAS’ Aviation Industry Division and help shape the future of Singapore’s ground and cargo handling sector. You will manage a portfolio of companies, build strong industry partnerships, and develop a deep understanding of their priorities, operational challenges and growth opportunities.

You will support these companies in their growth and transformation, while working with industry and government stakeholders to advance sector-wide development. Through these efforts, you will help build a more productive, sustainable and future-ready sector that supports the continued growth of Singapore’s air hub.

[What you will be working on]

  • Serve as CAAS’ key point of contact for a portfolio of ground handlers and/or cargo terminal operators, building strong relationships and a deep understanding of each company’s operations, priorities, growth plans and challenges.
  • Develop and execute an engagement strategy for each company, identifying emerging issues and opportunities and aligning its plans with the priorities of Singapore’s air hub.
  • Partner companies to develop and implement transformation plans that enhance their infrastructure, operations and workforce, and improve capacity, productivity and resilience.
  • Support companies in addressing priorities across capacity and infrastructure, manpower, capability development, sustainability and innovation, drawing on resources and expertise across CAAS and other government agencies where needed.
  • Identify and lead sector-wide initiatives that require coordination across multiple companies and stakeholders, including efforts to strengthen shared capabilities and address common challenges across the ground handling and air cargo sectors.
  • Track the outcomes of company- and sector-level initiatives, and provide management with regular insights on performance, risks and opportunities across the portfolio.
  • Lead inter-agency workstreams on major ground handling and/or air cargo initiatives, and supervise and develop junior officers in the team (for Senior Manager appointment).

[What we are looking for]

  • Passion for aviation and a strong interest in shaping the growth and transformation of Singapore's ground handling and air cargo sectors.
  • Training in any discipline, with at least 4 years of relevant working experience in account management, industry development, business development or related fields.
  • Strong conceptual and analytical skills, with the ability to develop and execute transformation programmes.
  • Excellent interpersonal, verbal and written communication skills, with strong negotiation skills to persuade and build consensus among stakeholders.
  • Experience in cross-functional and senior stakeholder engagement is a plus.
  • Experience in the public sector is a plus.
  • Proficiency in data analysis tools is a plus.
  • Prior experience in leading teams is preferred for Senior Manager appointments.
  • Detailed and meticulous, and a proficient writer.
  • A positive can-do attitude amidst a fast-paced and dynamic work environment.
  • Self-motivated, driven, resourceful, a good team player and able to multi-task.

Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.
