Job Description
BryceTech is currently looking for a Management Analyst to provide analytical and administrative support to the HHS ASPR Office of Ethics and Training in the review and assessment of financial disclosure reports submitted by current and prospective ASPR employees. This position analyzes financial interests, outside activities, employment relationships, and other reportable financial information to identify potential, actual, or apparent conflicts of interest that may affect an individual's official duties or responsibilities. The analyst conducts research, evaluates disclosures against applicable federal ethics requirements and agency policies, documents findings, and prepares recommendations for review by designated ethics officials. The position also supports the resolution and tracking of identified concerns, maintains accurate and confidential records, and assists with process improvements to strengthen the effectiveness, consistency, and timeliness of ASPR's ethics review program.
The person in this role will:
- Review, analyze, and evaluate financial disclosure reports submitted by current and prospective ASPR employees to identify financial interests, outside activities, employment relationships, liabilities, and other reportable information that may present potential conflicts of interest.
- Assess disclosed financial interests and professional relationships in relation to an individual's current or anticipated official duties, program responsibilities, procurement activities, and decision-making authority to identify potential, actual, or apparent conflicts of interest.
- Research and apply relevant federal ethics statutes, regulations, Office of Government Ethics (OGE) requirements, HHS policies, and ASPR procedures to support consistent and compliant financial disclosure reviews.
- Conduct supplemental research, as appropriate and authorized, to clarify disclosed financial interests, identify relevant organizational relationships, and assess potential conflicts involving outside employment, consulting activities, investments, or affiliations with entities that may interact with HHS or ASPR.
- Prepare analytical summaries, review memoranda, case documentation, and supporting materials that describe identified concerns, applicable ethics requirements, and recommended actions for consideration by designated ethics officials.
- Coordinate with ASPR personnel, supervisors, human resources representatives, and designated ethics officials to obtain clarifying information, resolve disclosure deficiencies, and support the development and tracking of appropriate conflict-mitigation measures.
- Maintain accurate records of disclosure submissions, review status, identified issues, follow-up actions, resolution decisions, and applicable deadlines in accordance with established procedures and records-management requirements.
- Conduct quality-control reviews of financial disclosure packages and associated analytical documentation to ensure completeness, accuracy, consistency, and adherence to applicable requirements and internal review standards.
- Safeguard sensitive financial and personal information obtained during disclosure reviews and ensure that records are handled, stored, shared, and retained in accordance with applicable privacy, confidentiality, and information-security requirements.
- Provide analytical and administrative support for other ethics program activities, as assigned, including guidance material development, employee communications, and efforts to strengthen awareness of financial disclosure and conflict-of-interest requirements.
Qualifications
- Bachelor’s Degree in business administration, public policy, or a related field of study
- Four (4) years of relevant experience in analytical, compliance, regulatory, investigative, audit, or administrative review functions, supporting HHS or other federal government Ethics, Human Resources, or Personnel Suitability Offices.

- Experience conducting research and preparing written analyses, reports, or recommendations for management review.
- Experience handling confidential or sensitive information in accordance with established procedures.
- Excellent verbal and written communications skills
