Description of Work

DPS Central Human Resources in Raleigh, NC is currently accepting applications for an Agency Legal Consultant I in the Employee Relations/Grievance Section.The Agency Legal Consultant I is responsible for researching, designing, updating and facilitating small group, in-person employment related training for DPS management. This role creates a safe, collaborative learning environment using real-life scenarios and guided discussions. Training topics include reasonable accommodation, disciplinary action processes, grievance procedures, and employment policies.
In addition to training, this position serves as the agency’s Hearing Officer for Step 2 – Employee Advisory Hearings (EAH) in the Formal Employee Grievance process. The role manages all aspects of the hearing process, including reviewing evidence, coordinating logistics, conducting hearings and preparing legal reports that support the final agency decision. The position also ensures compliance with relevant policies and standard operating procedures, learns to process various types of settlement agreements in consultation with the Office of State Human Resources (OSHR), and travels to employee worksites to conduct in-person training and grievance hearings.
The ideal candidate will have strong knowledge of employment laws, HR best practices and state policies, along with the ability to analyze complex policy and legal information to develop findings and recommendations. The role also requires experience conducting employment-related hearings, evaluating evidence, and preparing clear, legally sound reports.
The ideal candidate must be able to work collaboratively with HR leadership, legal counsel and external agencies such as OSHR. Additionally, prior experience developing and facilitating training for diverse management audiences is essential. Strong interpersonal and communication skills, as well as the ability to handle sensitive matters confidentially and professionally, are also required.
Job duties for this position require driving a state vehicle. A valid driver’s license must be obtained by date of hire.

Knowledge Skills and Abilities/Management Preferences
This is a full-time position (40 hours per week) with State Benefits, including paid vacation, paid sick leave, paid holidays, retirement, and health insurance. Salary Recruitment Range: $69,704-$87,130
DPS uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals.
The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management Preferences, including Knowledge, Skills, and Abilities (KSAs), are not required but may be used to determine the pool of most qualified applicants. Managers may also choose to interview/select applicants who demonstrate Management Preferences.
Management Preferences:
- Licensed to practice law by the North Carolina State Bar.
- Experience collecting, analyzing and/or drawing valid conclusions from oral and/or documentary evidence.
- Experience rendering determinations from facts/testimony obtained at legal hearings.
- Experience preparing legal reports of employee advisory hearings.
- Experience preparing written recommendations for the final agency/company decision.

Military Experience
