The Food Distribution Division contributes to the nutritional wellbeing of the citizens of North Carolina by distributing USDA foods to eligible Recipient Agencies. Food Distribution administers six food programs for USDA.
This position is responsible for all administrative, fiscal, and purchasing for the Administrative Office of the Food Distribution Division under the general supervision of the division director. Duties include oversight and management of the division budget, grant administration, and purchasing. This position serves as the division’s contact regarding all financial and administrative activities. This position administers and manages all aspects of the division’s appropriated and grant budgets; is responsible for representing the division during audits performed by the State and Federal auditors; and is the primary contact with agency fiscal and budget staff. Duties involve drawing down federal funds; accounts payable; e-procurement; working with and following up with vendors; responsible for transporting bank deposits; working on procurement; assisting in maintenance of fixed assets/records; processing expense accounts; timesheet program hours; processing purchase orders; coding invoices; payroll reports and maintaining records and reports. This position interacts with personnel at all staff levels within the division; NCDA&CS; state agencies and federal agencies on budget and fiscal matters.

Knowledge Skills and Abilities/Management Preferences
Recruitment Range-$45,431-$79,504
- Experience working with the North Carolina Financial System (NCFS), e-procurement, and the state surplus property system.
- Proficient with Microsoft Office (Word, Excel).
- Experience with federal funds, including drawing down federal funds and/or preparing federal quarterly reports.

Bachelor’s degree from an appropriately accredited institution and one year of experience in HR, budgeting, research or administrative management; or an equivalent combination of education and experience.
