The opportunity

Bring your accounting expertise to an agency taking shape around an important statewide mission. The newly established North Carolina Council of District Attorneys seeks a collaborative Accounting Manager to help build its accounting operations and support North Carolina’s District Attorneys and the prosecution function of the State of North Carolina.


As part of the Council’s founding team, you will help develop the systems, policies, and internal controls that guide its financial operations. Your work will give leadership dependable financial information and help ensure that public resources support the prosecutors and team members serving communities across North Carolina.

Position overview

The Accounting Manager oversees the Council’s accounting functions and performs hands-on professional accounting work. Responsibilities include accounts payable and receivable, cash management, payroll, fixed assets, employee and nonemployee travel, grants and contracts management, and financial reporting. The position records and reports transactions in the North Carolina Financial System (NCFS) and assists leadership with administration of the Council’s budget codes, funds, and accounts.


The Accounting Manager supervises a small team of fiscal staff, establishes work priorities, and ensures accurate, timely financial services for the Council and District Attorney offices. The position serves as the primary contact for accounting matters, maintains effective internal controls, and ensures compliance with applicable accounting and budgeting requirements.


Duties and responsibilities


Accounting operations and internal controls

  • Oversee and perform day-to-day accounting activities across accounts payable and receivable, cash management, payroll, fixed assets, employee and nonemployee travel, grants, contracts, and financial reporting.
  • Develop, implement, and maintain accounting policies, procedures, and internal controls for the new agency. Ensure adherence to applicable accounting and budgeting laws, rules, regulations, and reporting requirements.
  • Develop and monitor separation of duties for cash receipting and other cash management functions, including financial system access and security. Establish practical controls suited to a small fiscal team.

Financial records and reporting

  • Record, review, reconcile, and report financial transactions in NCFS; maintain complete and accurate accounting records; and assist with administration of all agency budget codes, funds, and accounts.
  • Ensure accurate maintenance of bank accounts and balances, bank and treasury systems, and bank cost information.
  • Prepare or supervise preparation of the Council’s submissions for the Annual Comprehensive Financial Report (ACFR). Supervise month-end and year-end closeout procedures and review and approve grant reporting activities.
  • Compile, consolidate, analyze, and present accounting data to the Office of the State Controller and for the Council’s annual report. Manage reporting across varied transactions, funding sources, and formats and respond to internal and external requests for financial information.

Fiscal staff supervision

  • Set priorities, assign and coordinate work, and supervise a small team of fiscal staff while remaining actively involved in accounting operations.
  • Participate in hiring and interviewing; train and counsel staff; develop performance plans and work plans; monitor progress and work quality; provide feedback and evaluate performance; and initiate disciplinary action when warranted in accordance with agency policies.
  • Build a collaborative team, support professional development, and organize, plan, schedule, and direct staff work to meet operational needs and reporting deadlines.

Agency support and process improvement

  • Serve as the primary accounting contact for Council staff and external partners, including the Office of State Budget and Management, Office of the State Controller, Department of State Treasurer, Emergency Management, and Office of the State Auditor, as applicable to Council operations.
  • Provide analytical and administrative support to fiscal and executive leadership on projects and assignments, including coordinating technology projects and initiatives affecting accounting operations.
  • Review workflows, products, procedures, and financial processes; recommend and implement efficiency improvements, including paperless processes and effective use of technology.
  • Provide day-to-day fiscal decision-making support in the absence of the designated fiscal leader, within delegated authority.
  • Consult with leadership and managers, explain complex financial information to varied audiences, and handle sensitive financial and personnel matters with tact and discretion.


Knowledge, skills, and abilities

  • Knowledge of accepted and current accounting principles, methods, and reporting requirements for governmental accounting and fiscal operations; applicable laws, rules, and regulations; and budgetary practices and principles.
  • Knowledge of general management and organizational practices and techniques, including staff supervision and work planning.
  • Strong analytical problem-solving skills, keen attention to detail, and advanced proficiency with accounting software and financial management systems.
  • Ability to interpret laws, rules, and regulations and apply them to fiscal situations; evaluate products and procedures; and recommend solutions that best serve the Council and its mission.
  • Ability to communicate effectively verbally and in writing, present complex financial data clearly to diverse audiences, and prepare written reports, policies, and procedures.
  • Ability to work collaboratively, build effective relationships and teams, consult with executives and managers, and deal tactfully with sensitive situations.
  • Skills in interviewing, training, and counseling employees and the ability to organize, plan, schedule, and direct the work of others.

Minimum Education and Experience

Bachelor’s degree in accounting, finance, or a related field and five years of accounting experience in a government agency. Supervisory experience is preferred.


Management Preferences

A bachelor’s degree in accounting, finance, or a related field, together with CPA, CMA, CGMA, or comparable financial certification, is preferred. Additional preferences include experience with:

  • Accounting software and financial management systems used by the State of North Carolina, including NCFS.
  • Preparation of the Annual Comprehensive Financial Report; grant accounting and reporting; development of policies and procedures; and analysis of internal controls.
  • Supervision and staff management, with demonstrated ability to support and develop a fiscal team.
