AI courses paid in full by the Bildungsgutschein: a guide for English speakers in Germany (2026)
If you live in Germany and are registered with the Agentur für Arbeit, the state can pay for a professional course in full, including an online AI course taught in English. This guide explains who gets the Bildungsgutschein, how to apply, what to check in an AI course, and what eight providers offer. Read on 2 October 2026.

In short
- The Bildungsgutschein is a commitment by the Agentur für Arbeit to pay for a professional training course. Once approved, it covers 100% of the course fees.
- It is for people who are unemployed, registered as seeking work or whose job is at risk, and for people without a vocational qualification. There is no legal entitlement: the Agentur decides at a counselling appointment.
- Only courses from approved providers (AZAV) count. Each has a Maßnahmenummer and appears in the Agentur's course search, mein NOW (formerly KURSNET).
- AI courses range from four weeks part time to four months full time, in German and in English, with and without coding. The comparison is below.
Who gets the Bildungsgutschein
The Agentur für Arbeit funds training when it is needed to end unemployment, to avert unemployment that is threatening, or when a vocational qualification is missing. A counselling appointment must take place before the course. There, the caseworker checks whether the course fits your qualifications, whether there are open positions in that field, and whether you are personally suited to it. Citizenship is not a condition: what counts is that you live in Germany and are registered with the Agentur.
The voucher is limited in time, in region and to one training goal. It covers the course fees and, depending on your case, learning materials, exam fees, travel, childcare and, when commuting is unreasonable, accommodation and meals. Since 2025 the Agentur für Arbeit has also been responsible for the training of people who receive Bürgergeld from the Jobcenter.
How to apply
- Book an appointment. With your Agentur für Arbeit, online, by phone or in person. Say it is about further training. If your German is limited, say so when you book and ask what support is available.
- Pick the course first. Search mein NOW for an approved course and note its Maßnahmenummer. A concrete proposal with a reason lands better than "something with AI".
- The counselling appointment. Explain which job the course leads to and why there are openings for it. Bring your CV and a few job adverts that show the demand.
- Receive the voucher. It states the training goal, the duration and the region. You enrol with the provider using the voucher, and the provider redeems it with the Agentur.
- Start the course. Turing College quotes three to four weeks from enquiry to approval for its programmes. Other providers may be faster or slower.
What to check in an AI course
- Live or self-paced. Live classes at fixed times keep the rhythm, self-paced courses need discipline. The Agentur funds both if the course is approved.
- Language. Most funded AI courses are in German. English-language programmes such as Turing College's require good practical English but no language certificate.
- Full time or part time. Full time usually means 40 teaching units a week, Monday to Friday all day. If you are still working, you need part time.
- Coding or not. "AI Engineering" or "KI-Engineer" normally requires experience in Python or JavaScript. Courses on prompting, AI agents or AI in marketing and HR need no code.
- The certificate. Many courses end with the provider's own certificate, some with one from TÜV, DEKRA or IHK. KURSNET often says "clarify the value of the certificate at the counselling appointment". Ask exactly that.
- Fit with the training goal. The Agentur funds what leads to a job. A course that builds on your previous work is easier to justify than a complete change.

Turing College in detail
Turing College is an online school based in Vilnius with an office in Berlin. For Germany, according to its page for employment agency caseworkers (turingcollege.com/de/arbeitsvermittler), it offers three AZAV-certified programmes, all 3 months full time with 520 teaching units, 40 a week, Monday to Friday from 9:00 to 16:30, entirely online and live:
- AI Engineering (Maßnahme 955/194/2026): building LLM applications in Python, prompting, APIs, RAG, AI agents. Requires at least one year of practice in Python or JavaScript.
- AI for Business (Maßnahme 955/82/2026): AI for analysis and automation at work, no coding needed.
- Building with AI Agents (Maßnahme 955/214/2026): building your own applications by directing AI coding agents, no coding needed.
For all three the provider asks for good practical English without a certificate, a current computer with a stable connection, time for 40 teaching units a week, and a clearly stated career goal. Cohorts start monthly. The provider reports an employment rate of 88% six months after completion and a completion rate of 89%; those are its figures, and we have not verified them. Without the voucher, the programmes cost 4,220 to 6,480 euros according to the provider's pricing page, depending on the programme. For solo self-employed people in Germany, Turing College also names the Kompass programme, with up to 90% funding.

Outside Germany
The Bildungsgutschein is a German scheme. Turing College's financing page (turingcollege.com/financing) lists public funding in one other country, England, through apprenticeships: if you live or work in England and are employed 30 or more hours a week, your employer's apprenticeship levy can pay 100% of tuition for the AI for Business (Data Technician, Level 3) and Data Analytics (Data Analyst, Level 4) programmes; smaller employers can use co-investment or a levy transfer, and 16 to 24 year olds can be fully funded. The route runs through your employer, not through you alone.
Elsewhere, Turing College's help centre says that citizens and residents of the EU can apply, with exceptions for specific programmes. Self-paying learners pay 4,220 to 6,480 euros per programme or monthly instalments at 0% interest, with a money-back guarantee of 30 days on career programmes and 14 days on short programmes, all according to the provider. Check the current terms on Turing College's site before you enrol.

Frequently asked questions
Can I get the Bildungsgutschein if I am not a German citizen?
Yes. What counts is that you live in Germany and are registered with the Agentur für Arbeit as unemployed or seeking work, or that your job is at risk. Citizenship is not a condition. The decision is still the Agentur's, made at the counselling appointment.
Can I get it while I am still employed?
It is possible. The Agentur can fund training that is needed to end unemployment, to avert unemployment that is threatening, or when a vocational qualification is missing. There is no legal entitlement: the Agentur decides.
Is the counselling appointment in German?
Normally yes. Say when you book that your German is limited and ask what support the Agentur offers. Bring a concrete course with its Maßnahmenummer, your CV and a few job adverts that show the demand: the clearer your case, the less language it needs.
How long does approval take?
It depends on your appointment date and on the Agentur's review. Turing College quotes three to four weeks from enquiry to approval for its programmes. Arriving with a specific course and its Maßnahmenummer saves a round.
Do I pay anything?
If the voucher is approved, the Agentur pays the course fees in full and, depending on your case, learning materials, exam fees, travel and childcare. If you receive unemployment benefit, it normally continues during funded training. Ask at the appointment.
What if I live outside Germany?
The voucher is German. In England, Turing College's AI for Business and Data Analytics programmes can be paid through an employer's apprenticeship levy if you live or work in England and are employed 30 or more hours a week. Elsewhere in the EU you can enrol as a self-paying learner, in instalments if you prefer.
